You can have a book written sent to the Library Congress, just not published it. Meaning they keep it as a record. I keep it as a souvnior. So many problems.

Normally, you can send to the peer reviews. They go on to those Science for Tomorrow like the magazine Science, and people subscribe to them monthly. 

Is that librarian's job?

....if you are the scientists from the University, its the University librarian pays the database, and having those Science human print the magazine and sent it over to the department, and put it on the table. People still print the magazine.
